According to Biblical texts, four horsemen signal the arrival of devasting human catastrophes: the first is a ruthless conqueror, while the second symbolizes bloodshed, the third famine and the last death.

Policy makers in India are ignoring reality. The only perceptions that apparently matter to them are their messages to followers on WhatsApp and Twitter.
